Correspondence, documents, and other papers relating to the activities of the Commission. Also, correspondence, an informal memoranda to be included in the proposed charter, lists of persons to whom the proposed charter was to be sent, printers' dummies of the act, proofs, and printed copies of the act submitted to the New York State Assembly, May 1, 1923. Much of the correspondence originated from the office of Henry de Forest Baldwin.
