Summary

Letter and report sent by Sazonov to Sergeĭ M. Sverbeev, the Russian Ambassador to Berlin. A copy of Sazonov's report to Nicholas II regarding the appointment of a German general to head the first Turkish Corps in Constantinople accompanies the letter.
