Correspondence, photographs, leaflets, pamphlets, manuals, reports and newsletters. Much of the correspondence details Marcu's efforts to persuade the American Military Government for Bavaria not to issue a weapons permit to a former Nazi who was seeking a position with the newly reconstituted police force.
The collection of printed materials is divided thematically into three parts: the first deals with the Nazi Regime, the second with the German Occupation, and the third with the refugee relief efforts in the Middle East.
Notable objects from the Nazi period include a certificate of Hitler Youth Membership, an award from the Brotherhood of German Artists, the war diary of a teen-age boy, and official military status reports issued in English by the German High Command in the period following D-Day.
The printed material dealing with the German Occupation consists primarily of reports and documents produced by the Office of the Military Government for Germany (OMGUS) and the Office of the Military Government for Bavaria (OMGB). Some of this material focuses on economic themes, reflecting Marcu's background in the Treasury.
The items collected by Marcu during his service with refugee relief programs in the Middle East during 1944 and 1945 include various media summaries and documentation, including photographs, of the provisions made to care for and eventually repatriate refugees who fled Greece and Yugoslavia for the Middle East.
Finally, there is a small collection of materials relating to propaganda and psychological warfare, including leaflets dropped by the Allies over occupied Europe. Photographs of partisan activities in Yugoslavia include several shots of Marshall Tito.

Resident Officer responsible for Weissenburg and Eichstaett, Bavaria, from November 1948 through October 1949. During an earlier phase of the German Occupation, Marcu represented the U.S. Treasury in Frankfurt where he advised the Military Government on the dismantling of the German Industrial Cartels.
