The plan for proposed improvements in Manila is dated May 1905 with revisions in June 1905. The plan for a proposed sea boulevard in Manila Bay is dated May 1905. All three plans are inscribed: "This plan accompanies report to Hon. William H. Taft, Secretary of War."
