IFP launched in India in April 2001, with operations based out of the United States India Educational Foundation (USIEF) in New Delhi. The program aimed to support individuals from disadvantaged groups, including Scheduled Castes and Tribes and those living in geographically remote areas, women, and religious minority groups. After an initial all-India intake, the program concentrated on specific states including Bihar, Chhattisgarh, Gujarat, Jharkhand, Jammu and Kashmir, Madhya Pradesh, Orissa, Rajasthan, Uttarakhand, and Uttar Pradesh. Out of 323 Fellows that participated in the program, 263 consented to provide researchers access to a portion of their files. The documents are primarily in English, with some Hindi.
