IFP in Russia was among the four pilot programs. In October of 2000, IFP invited the Moscow office of the Institute of International Education to develop and manage the program, and it was formally launched in November 2001. Recipients were selected by an independent panel of Russian citizens. By the close of the program in 2012, 255 Fellows had been selected representing 77 regions of the Russian Federation. People who resided outside of large metropolitan areas, persons with disabilities, refugees, internally displaced persons, and individuals raised in orphanages or state-supported boarding schools were prioritized for the program. An Alumni Association of IFP in the Russian Federation was established in 2005. 141 Fellows consented to provide researchers with access to a portion of their files.
