Subseries II.1 contains UBP's program records from its first two decades. During this time the organization was led by founder and executive director Evelina López Antonetty. Its central focus was education and the activities documented include parent organizing and training on students rights, and work with community control and school decentralization movements. Records include training flyers, handouts, evaluation materials designed for parents to evaluate their children's schools, and information on the New York City Board of Education and Bronx school districts. There are also planning documents from UBP's work to start a bilingual community college, Universidad Urayoan, in the 1970s.

This collection is located off-site. Researchers will need to request this material at least three business days in advance to use the collection in the Rare Book and Manuscript Library reading room.
Box 4 Folder 19 contains client identifiable information and is restricted until 2095.
Lorraine Montenegro's schoolwork in Series IV is restricted for 75 years from the date of creation.
